TEAM PURPOSE:
-People in deepest poverty in the OPT are able to exercise their rights to be healthy, educated and secure
and these are respected, sustained and upheld.
-To act with poor people as a force for change in addressing the causes of poverty, suffering, and
injustice, and alleviating their symptoms.
-To help shape and implement Oxfam’s strategic and operational priorities ( particularly EJ priorities) in
the OPT
JOB PURPOSE:
To provide technical advice to across the EJ ( Economic Justice) programme in OPTI and ensure programme quality and learning
REPORTING LINES:
Post-holder reports to: Economic Development Programme Manager / EJ Lead
Staff reporting to this post: MEAL Officers & Women Economic Empowerment Coordinator
DIMENSIONS:
-Coordinates and delivers agreed plans or strategies over which you will have some strategic input.
-Represents the affiliate in coordination meetings and some external relationships.

-Considerable input in shaping country EJ objectives
-Provides specialist advice or specific skills to their team or programme unit.
-Their plans and objectives are developed to contribute to country, region and broader programme
strategy and involves collaboration with other programme units
-Management tasks are complex and non-routine within their specialist unit or function.
-Requires the ability to analyse and communicate complex information to a wide audience.
-Decision-making requires significant levels of judgment based on technical and management
experience, supported by line management and the programme team.
-The focus of the role varies but has well-defined targets and/or minimum standards, and is both
proactive and reactive.
KEY RESPONSIBILITIES:
-Deputize for the ED Programme Manager when requested.
-In the absence of the Economic Development Programme Manager, and when requested, represent
Oxfam EJ Progamme, taking part in meetings, conferences and networks with individuals, groups,
organizations, local and international NGOs and governments, when necessary
-Undertake other duties related to Oxfam’s EJ programme as and when required by the Country
Director.
Programme Quality, Monitoring, Evaluation & Learning
-Provide high level support and guidance on improving programme quality across the EJ programme, ensuring that the Oxfam ’s programme quality standards, partnership standards & market system standards are achieved.
-Ensure that technical programmatic support is available, effective and adequate across the EJ programme
-Provide guidance to teams across the programme in the monitoring, analysis and assessment of programme quality issues, and in the formulation of plans to utilise learning to improve programme quality in line with Oxfam standards and policies.
-Support the EJ teams in ensuring gender mainstreaming within the programme.
-Coordinate various working groups to ensure quality research processes, linking with external
Oxfam expert staff to do so
-Coordinate the evaluation working group and provide support to programme managers on key
evaluation projects
Learning and Knowledge Management
-In coordination with the EJ Lead and CLT, provide guidance to OI EJ teams and working groups to ensure joint learning and programme integration where there is a clear value added across the geographic programme areas
-Support in Identifying and conducting impact assessment initiatives and ensures effective communication about programme impact with stakeholders within and outside Oxfam.
-Ensure effective management of programme systems and takes initiatives in improving learning and sharing of programme experience (within the programme and beyond), including cross-programme learning.
-Provide technical support to programme and policy staff in developing and generating evidence to inform planning and implementation
-Provide quality assurance to research and data processes in the programme
-Provide qualitative and quantitative analysis to support timely decision-making
One Programme Approach
-Support EJ Lead and Policy/Communications staff to identify and develop coherent programme- based policy, advocacy and media linkages and messages which incorporate the perspective from EJ
National Programme Support:
-Support the development of multi affiliates / national prgrammes including technical support to OI Gaza EJ programme implementation.
-Support the implementation of Gaza EJ and partner capacity building plans.
People management
-Direct line management of 2 staff (could be more)
-Implement the Oxfam performance management system with all direct reports, ensuring clear work objectives, annual performance reviews and regular 1:1 meetings.
-Support the Programme Manager in the identification of staffing needs including recruitment and develop and coach staff as necessary.
SKILLS AND COMPETENCE:
-A Post Graduate Degree in a relevant discipline /or equivalent experience.
-A minimum of 5 years progressively responsible experience in the field of programme management and
leadership with an international NGO or equivalent mixed experience from international NGOs, the UN, local NGOs, or similar is required, preferably working on recovery/development issues within a complex conflict-affected context.
-Proven expertise in Economic Development/Justice issues and knowledge of community based programmes.
-Experience of programme planning, and competent use of project management and monitoring and evaluation tools.
-Proven experience of working to improve programme quality and the delivery of effective monitoring, evaluation and learning within a large and complex programme.
-Experience of working with and supporting local partner organisations
-Proven analytical skills and ability to work with others to develop strategy into action and
communicating and influencing this to a wider audience.
-Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts
-Ability to influence and liaise effectively with key stakeholders and represent in high profile
environments
-Sympathy with the aims and objectives of Oxfam
-Ability to model Oxfam's desired organisational culture (empowerment, accountability and
inclusiveness) with staff, partners, allies and other stakeholders
-Proficiency with Microsoft Office applications is required
-Fluent written and spoken English is essential. Arabic would be a clear advantage.
-Ability and willingness to travel across the programme areas including Gaza
