Background:
The Office of the United Nations High Commissioner for Human Rights (OHCHR-oPt) has a mandate for the protection and promotion of human rights. It is seeking to contract a consultant that will assist on all issues related to judicial proceedings in Gaza, in particular related to criminal trial procedures in both civil and military court systems.
Description of Responsibilities:
Under the supervision of the OHCHR office in Gaza and in close coordination with the Monitoring Unit, the Consultant will be responsible for identifying key issues related to the work of the justice system in particular types of cases, and provide recommendations for promoting international principles of fair trial in line with the Palestinian legal obligations under international law. Key tasks and responsibilities include:
– Identify and analyze legal issues related to fair trial, including in the military justice system.
– Provide weekly verbal updates and a monthly written report on the work conducted, as well as on relevant legal developments related to court proceedings.
– Support as requested related capacity building activities and updating of case management system.
– Provide an end of assignment report, including summary conclusions on the procedures followed during trials observed and how these match international standards of due process and accountability. The consultant is expected to identify and make recommendations on key follow-up actions for OHCHR.
– The consultant is expected to work independently and on a part-time basis although office space and a computer can be allocated for the consultant if needed.

– Key gaps between national and international standards identified.
– Advocacy role of OHCHR on fair trial issues strengthened.

Qualifications :
Education:
Qualification as a lawyer in Gaza. Advanced university degree (Masters Level), preferably with specialized expertise in international human rights law. A first-level university degree in Law in combination with at least 3 years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
Minimum 3 years’ experience working with the legal system in Gaza. Knowledge of international human rights due process standards required. Experience in presenting criminal cases in front of civil and/or military courts desirable. Excellent legal analysis. Excellent drafting and communication skills. Excellent knowledge of Palestinian military and civil court systems and procedures.
Language Requirements:
Fluency in Arabic, and working knowledge in English, are required.
