UNRWA is the United Nations agency responsible for the protection, care and human development of a population of some 4.6 million Palestine refugees living in the Gaza Strip, the West Bank, Jordan, Lebanon, and the Syrian Arab Republic. PLACE IN THE ORGANISATION
The incumbent of this post reports to the Director of UNRWA Operations, Gaza (DUO). The incumbent shall refer to Head, Field Legal Office for administrative and logistics support in the conduct of his duties and to DIOS for technical support.
MAIN RESPONSIBILITIES
In accordance with Agency policy and procedures, the ideal candidate:
Independently or with the assistance of a Senior Field Investigations Officer, undertakes or coordinates as appropriate, investigations of misconduct throughout the Field, applying and ensuring objectivity, impartiality and fairness throughout the investigative processes in accordance with generally recognized international investigative standards and Agency guidelines:
o Reviews and assesses complaints and allegations, formulates investigation plans, reviews and analyses all information to determine its relevance and reliability, conducts interviews with staff and other involved parties, obtains and analyses potential documentary and electronic evidence, conducts investigative research, and determines the appropriate presentation of investigative results;
o Prepares plans, records, interviews, reports and ad hoc briefings pertaining to investigations;
o Prepares recommendations for corrective action and improved controls, effectiveness, and/or efficiency of Field operations based on the findings of investigations;
o Assesses the potential for fraud and corruption in operational activities and makes recommendations; and
o Regularly appraises progress of investigations and assesses probable impact of investigation outcomes relative to strategies and advises accordingly.
In consultation with the Department of Internal Oversight Services (DIOS), offers guidance to the DUO concerning investigations. Provides technical support and advice to UNRWA staff engaged in investigations carried out at the Field Office in accordance with generally recognized international investigative standards and Agency guidelines; conducts review of investigations procedures to ensure due process requirements are met; and reviews investigation reports for quality control purposes.
Performs such other duties as may be assigned.
PERSONAL & PROFESSIONAL COMPETENCIES
Bachelor degree in law, social sciences, investigations, audit, inspection, finance, accounting, or other relevant fields, from an accredited educational institute, as a minimum requirement. An advanced university degree in any of the aforementioned areas will be considered a strong advantage.
Training or professional courses in Forensic Audit, law enforcement methodologies and/or inspection of fraudulent violations, or related fields such as Certified Internal Auditor (CIA), Certified Public Accountant (CPA), Certified Fraud Examiner (CFE) or national equivalent is considered a strong asset.
At least four years of relevant experience in applying investigation techniques in criminal or administrative inquiries, with a strong preference for candidates with five or more years of relevant experience.
Excellent command of spoken and written English and Arabic.

Good research, analytical and problem-solving skills; proven ability to analyse large amounts of information and provide reports that are factually correct, impartial and objective, concise, complete and logically organized;
Strong judgment and decision making skills;
Ability to plan own work and manage conflicting priorities;
Ability to work under pressure;
Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work;
Its desirable to have working knowledge of UN financial rules, regulations, procedures and experience with UN Organizations
ADDITIONAL INFORMATION
The incumbent may be required to travel, as needed, in the Agency’s area of operations in the Middle East.
CONDITIONS OF SERVICE
Basic Salary: Monthly basic salary $1,554.90; and monthly dependency allowance $18.65 and Group Medical Insurance GMI $12.00.
Contract Duration: Six months (Extension is subject to continued need, availability of funds and satisfactory service.
Leave: 30 days annual leave.
Other conditions of service and benefits may apply.
A regular staff member can apply to this LDC post but will not be allowed to assume such post through Secondment as he/she needs to leave his/her current post to accept LDC appointment.
EQUIVALENCY
When the minimum requirements are not fully met, the Director of Human Resources; in consultation with the Director of UNRWA Operations, Gaza may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualifications, additional professional training and progressive relevant work experience.
NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.
