Background:

To strengthen the capacity of the WHO Country Office in carrying out its functions in the country through providing technical assistance to the office and the country as well as participation in capacity building activities, setting policies and strategies and development of operational protocols, liaison with staff  of the office  and the partners at the national level to strengthen collaboration and facilitate implementation of International Health Regulations, assistance in developing and implementing strategic and operational plans; preparing technical reports, briefs and presentations; review, feedback and dissemination of technical documents; follow up and documentation of implementation of the planned activities.

 

ORGANIZATIONAL SETTING

The office performs its mandates through strong team working with complementary mandates and ensuring that all experts and technical officers are familiar with the business and can deliver the duties of other team members during their field missions. Therefore the incumbent will play different roles in the team in line with the nature and obligations of the office to achieve its objectives of supporting the country in building their national capacities specified under the International Health regulation.

Description of Responsibilities:

 

MAJOR DUTIES AND RESPONSIBILITIES

Under the direct supervision of the head of the WHO Office, and in collaboration with the other staff members in the CO the incumbent will be responsible for the following assigned duties:

1-Collect, review and summarize all national plans and develop a national report on the status of the national capacities;

2-Identify the national stakeholders and their roles and responsibilities to support and facilitate the implementation of the IHR in the country;

3-Contribute to the development of national standards and guidelines to measure the implementation of activities based on the review and share them with the RO;

4-Provide technical support to the country to enhance its national capacities as specified under the IHR;

5. Coordinate, facilitate and conduct national training workshops  and meetings upon need and request of nationals;

6-Organize and conduct field visits and meetings with national stakeholders to monitor and evaluate the implementation of national capacities of the IHR and develop technical reports on the progress of the IHR implementation in the country;

7-Coordinate with WHO regional office technical units, and external partners as appropriate for the purpose of facilitating the provision of various technical and logistical assistance to the country;

8-Support the risk assessment exercises of public health events occur in the country and consult with WHO regional office technical units for further analysis and advise;

9-Write background papers, situation analysis, donor proposals and donors’ progress reports on the implementation of the IHR and the implementation of the related projects.

10-Ensure that the projects’ tasks timeframe is adhered to and make adjustments as needed with the Head of Office's concurrence;

11-Support the contingency planning processes of the office for possible emergency events/scenarios with potential impact; and

12-Undertakes related duties as assigned by the Head of the Office.

Qualifications :

EDUCATIONAL BACKGROUND

Essential: Recognized university degree in health related field and Master’s degree in public health/epidemiology.

 

Desirable: Additional post-graduate degree in relevant area.

-SKILLS

-Excellent knowledge of the principles of epidemiology and International Health regulations. Familiarity with health problems in the country.

-Excellent knowledge of public health, communicable diseases surveillance and response issues and challenges in the country;

-Capacity to work and produce results in a complex environment, short deadlines and under pressure and ability to cope with a constantly changing  agenda;

-Ability to participate effectively in a team-based, information-sharing environment, to collaborate and cooperate with others;

-Capacity to plan, prioritize and deliver tasks on time; and

-Strong interpersonal, writing and research skills.

 

Other Skills:

High level of computer literacy on all office standard software applications.

 

PROFESSIONAL EXPERIENCE AND KNOWLEDGE

Essential: a minimum of five years of progressively responsible experience at the national level, in epidemiological surveillance and response of communicable diseases, project/programme management.

Desirable: Experience of working in a UN agency, NGOs and bilateral agencies preferably in the health area.
