OVERVIEW OF THE POSITION

In order to facilitate the reconstruction of post conflict Gaza, the Palestinian Authority (PA) requested the UN to establish a materials Monitoring Unit (MMU) to monitor the entry and use of dual use items in Gaza. The MMU is a multi-disciplinary team located in Gaza the monitors the supply chain of dual- use martials. This team of engineers, quantity surveyors, stock monitors and IT experts monitors the storage facilities, suppliers, concrete processing plants as well as repair and construction sites. The monitoring is managed through the Gaza Reconstruction and martials Monitoring ERP called (GRAMMS) which is an online tool, purpose built by the client to monitor the flow and use of dual-use martials.  The martials monitoring unit (MMU) is responsible for conducting site visits to potential vendors, contractors, concrete processing plants and construction projects to monitor the flow and use of dual use materials as required by the Gaza Reconstruction mechanism.  Data is collected through static and mobile devices and managed in a central database capable of producing reports that satisfy the parties and donor due diligence requirements.

 

GENERAL FUNCTIONS

Role objective:

Under the direct supervision of the IT team leader, the incumbent is required to assist in the ongoing development and support of the GRAMMS platform and other software within the MMU portfolio. The incumbent will be required to use technologies like NET/C#, T-SQL, JavaScript, HTML5, CSS and other.  The team has extremely high focus on quality, innovation and creativity and the incumbent will be expected to actively participate in knowledge sharing and seeking new ways to improve the existing systems.

 

Expected output:

-Develop and maintain MMU software as part of a small team, using NET, html, JavaScript and other technologies.

-Communicate with stakeholder to understand and resolve their problems.

-Ensure the full and proper implementation of MMU processes and procedures within GRAMMS and other software as required under the Gaza Reconstruction Mechanism (GM).

-Be an active member of the team operating under SCRUM methodology.

-Actively participate in the knowledge sharing and brainstorming sessions with the team.

-Provide on-site IT support to our office staff (e - fix internet connectivity issues etc.)

 

Project reporting:

-Provide daily status updates on the assigned tasks.

ESSENTIAL EXPERIENCE

 

Education:

-Bachelor's degree in computer science, computer engineering or relevant discipline.

 

Work experience:

-Minimum of 3 years of demonstrable relevant Information Technology experience.

Geographical experience:

-Minimum of 20+ years of experience in Middle East with local experience in Gaza is an advantage.

 

Languages:

-Fluency in English and Arabic are essential.

 

Key competencies:

 

-Intimate knowledge of web technologies (HTTP, HTML, CSS, JavaScript)

-Experience with any modern Object Oriented Programming Language such as C#, Java, C++, Python (we primarily use C#)

-Experience with any relational database system and SQL with good understanding of query performance optimization and data base normalization.

-Good understanding of what makes a good quality code and what is a code smell.

-Experience with git is a plus.

-Experience in networking, including setting up and supporting office IT infrastructure (i.e. - configuring Active Directory, fixing printer issues, resolving internet connectivity issues etc.) is a plus.

-Good communication skill (spoken and written) in both Arabic and English.

-Creativity.

-Friendly and willing to help others.

-Personal interest, commitment, efficiency, flexibility and willingness to work in a highly motivated team of professionals.

-Able to work efficiently with minimal direction.

-Integrity and strong work ethics, prepared to work additional hours to ensure timely delivery of project objectives.

-Strong release, change and configuration management experience.

-Excellent diagnostic, debugging and problem solving skills.
