BACKGROUND:

The CRS JWBG country program currently supports programs in the sectors of humanitarian relief, social justice promotion, livelihoods, and civil society strengthening. JOB SUMMARY:

CRS JWBG is seeking an experienced Grants & Compliance Officer II (GCO) for Envision Gaza 2020, a 5-year, USAID-funded project. The GCO II will work closely with CRS’ finance, programs and implementing sub-recipient partners.

Under the supervision and guidance of the Deputy Chief of Party (CoP), the GCO II will be responsible for compliance specific to USAID rules and regulations and CRS policy. This includes overseeing the preparation of Partner Information Forms, vetting processes, and agreement preparation. S/he will also provide the needed support to the Operations Officer to complete the monthly USAID Sub-Award Reports. Additionally, the GCO II will build partners’ capacity on various areas of USAID policies, procedures, and compliance requirements. Furthermore, the GCO II will ensure that the financial accounting environment in the Local Office is in compliance with CRS policies and procedures, donor regulations and local legal requirements.

 

PRIMARY RESPONSIBILITIES:

 

Supervisory Responsibilities

- Effectively supervise a team of three in accordance with CRS’s Performance Management system

- Ensure the timely implementation of all Performance Management steps, including Performance Development Plans, Coaching, and Performance Appraisals.

 

Grants & Compliance Management

 

- Ensure the collection of all required information and documentation for developing accurate agreements with Sub-recipients; ensuring compliance with USAID and CRS policies and procedures;

- Collaborate with sub-recipients to develop annual budgets.

- Coordinate closely with program staff to ensure sub-recipient awards accurately reflect technical requirements for programming.

- Ensure that grant recipients comply with the terms and conditions of the grant agreements;

- Set standards and use of proper tools to oversee the grant implementation, modification, and close-out processes, ensuring compliance with USAID and CRS policies and procedures;

- Maintain up-to-date knowledge of all relevant regulations and policies affecting compliance requirements, and share updates with the Envision Gaza 2020 team as needed;

- Oversee preparations of accurate and complete information for compliance with Mission Order 21, particularly for vetting;

- Ensure the provision of grant data to update Geo-MIS and TraiNet.

 

Financial Management

 

- Conduct assessments of sub-recipients’ financial capacities in collaboration with finance staff

- Help sub-recipients develop and implement internal control improvement plans, when warranted

- Clarify and enforce CRS’ sub-recipient forecasting, funding, and reporting requirements

- Perform ongoing monitoring of sub-recipients’ financial management performance

- Set standards for reviewing financial liquidations for compliance considerations, and ensure clear and concise notes for corrections needed

- Providing financial and compliance capacity strengthening as needed

- Ensure auditable records of all sub-grants, including copies of applications, agreements, and pertinent correspondence, and ensure that contractual information is timely and fully archived;

 

Capacity Building

 

- Consult with partners about their capacity building needs in finance, grant management, and compliance

- Lead planning for any support to meet the partner-identified needs for capacity building in the areas of finance, grant management and compliance, including designing &

leading trainings and conducting regular support visits/ensuring CRS staff are conducting regular support visits.

 

KEY WORKING RELATIONSHIP:

Internal: Chief of Party, Deputy Chief of Party, Head of Operations, Operations Officer, Finance Manager, Finance Department staff, , Country Program staff.

External: Local partner organization; and local banks.

 

POSITION REQUIREMENTS AND QUALIFICATIONS:

 

Technical/Professional

 

- Advanced degree in a relevant field such as MBA, Financial Management; or in a related administrative or development field.

- 10 years’ experience working as a grants manager or related field and demonstrated experience being responsible for ensuring that there are systems and internal controls in place to effectively manage, monitor and report on sub-awards, including being responsive to all USAID regulations and requirements.

- Supervisory experience and the ability to transfer knowledge and skills formally and informally; desire and ability to mentor staff;

- Fluency in written and spoken Arabic and English; excellent written and oral communication skills.

- Good organizational skills and ability to prioritize work and meet deadlines

Physical Requirements/Environment

- Able to be based in Gaza office;

- Able to work in a normal office environment with daily travel to the field and visiting vendors
